However, in staff's opinion the PSAC/Staff proposed <br />replacement standards provide an appropriate penalty for inadequate landscape maintenance and <br />ensure that landscape material on established project sites is mature. <br />Effects on Affordable Housing Costs <br />Per Policy 1.7 of the Housing Element of the Indian River County Comprehensive Plan, staff is <br />required to prepare a Financial Impact Statement to assess the anticipated impact of a proposed <br />regulation on the cost of housing. The amendment could reduce costs of replacement <br />landscaping for certain established, residential projects. Therefore, the amendment would not <br />increase housing costs. <br />RECOMMENDATION <br />Staff recommends that the Planning and Zoning Commission recommend that the Board of <br />County Commissioners adopt the PSAC/Staff proposed amendment to the 926.12(3) replacement <br />landscaping requirements. <br />ATTACHMENTS <br />1.
