3. Proposed Land Use Designation: PUB, Public Facilities <br />4. Most Intense Use of Subject Property <br />under Current Land Use Designation: 35 Single -Family Units <br />5. Most Intense Use of Subject Property <br />under Proposed Land Use Designation: 53,375 sq. ft. of Medical Office <br />Transportation <br />The county's Traffic Engineering Division has determined the number of peak hour/peak <br />season/peak direction trips that would be generated by the most intense use of the subject property <br />under the proposed land use designation, and assigned those trips to impacted roads. Impacted roads <br />are defined in section 910.09(4)(b)3 of the county's Land Development Regulations as roadway <br />segments which receive five percent (5%) or more of the project traffic or fifty (50) or more project <br />trips, whichever is less. <br />According to the above analysis, the existing level of service on impacted roadways would not be <br />lowered by the traffic generated by development of 53,375 square feet medical offices on the subject <br />property <br />Water <br />A medical office use of 53,375 square feet on the subject property will have a water consumption <br />rate of 16 Equivalvent Residential Units (ERU), or 4,000 gallons/day. This is based upon a level -of - <br />service standard of 250 gallons/HRU/day. Water lines extend to the site from the North County <br />Reverse Osmosis Plant which currently has a remaining capacity of approximately 1,500,000 <br />gallons/day and therefore can accommodate the potable water demand associated with the proposed <br />amendment. <br />Wastewater <br />Based upon the most intense use allowed underthe proposed amendment, development of the subject <br />property will have a wastewater generation rate of approximately 16 Equivalent Residential Units <br />(ERU), or 4,000 gallons/day. The subject property is served by the Central Regional Wastewater <br />Treatment Plant which has a remaining capacity of approximately 1 100,000 gallons/day Therefore, <br />the Centra] Regional Wastewater Treatment Plan can accommodate the additional wastewater <br />generated by the proposed amendment. <br />Solid Waste <br />Solid waste service includes pick-up by private operators and disposal at the county landfill. For a <br />53,375 square foot medical office development on the subject site, solid waste generation will be <br />approximately 267 waste generation units (WGU) annually. A WGU is a Waste Generation Unit <br />Measurement equivalent to one ton (2,000 pounds) of solid waste. Using the accepted conversion <br />rate of one cubic yard for every 1,200 pounds of compacted solid waste generated, the 53,375 square <br />feet of commercial development would be expected to generate 445 cubic yards of waste/year. <br />A review of the solid waste capacity for the active segment of the county landfill indicates the <br />availability of more than 800,000 cubic yards. The active segment of the landfill has a three year <br />capacity, and the landfill has expansion capacity beyond 2010. Based on the analysis, staff <br />determined that the county landfill can accommodate the additional solid waste generated by the site <br />under the proposed land use designation. <br />January 15, 2002 <br />48 <br />I00 <br />
