Anticipated revenues from these <br />charges are also budgeted. Assessments could be reduced <br />by approximately 60% if only direct materials were <br />charged. This would only apply if the Road and Bridge <br />D ivision performs the work. If the work is contracted, <br />t his could not apply. <br />RECOMMENDATIONS <br />In order to rejuvenate the road paving program, staff recommends the <br />following options in priority as listed: <br />1. Apply for stormwater grants for road paving, focusing o those roads <br />closest to the Indian River Lagoon. St. Sebastian River, and <br />surface waters of State concern. <br />2. Extend the special assessment payment program from two years to <br />five years for paving local and collector roads where MSBU's are <br />n ot established. <br />3. Apply alternative pavement technologies including open graded <br />asphaltic concrete with a coquina/shell mixes base in rural areas <br />w here appropriate (e.g. Fellsmere and western county). This would <br />apply to low volume roads. <br />4. Establish Municipal Service Benefit Units (MSBU's) for large areas <br />such as Oslo Park Subdivision, Vero Lake Estates (already <br />e stablished), unincorporated Fellsmere area, Pinetree Park, <br />Paradise Park, etc. A yearly charge would be included on the <br />annual tax bill to spread the cost over a longer period of time. A <br />small front footage assessment would also apply. <br />5. Reduce assessment costs by not charging in-house engineering, <br />county equipment and labor, and charges already budgeted in the <br />Public Works Department budget. <br />6. Increase Gas Tax Revenue by Adding 1 cent (the ninth cent gas tax) <br />and 1 cent of additional Local Option Gas Tax - Generates <br />Approximately $1 million dollars a year. <br />ATTACHMENTS <br />1.
