Commissioner Adams was pleased to see the estimates because unpaved roads are <br />such a large issue. She pointed out that the Board is looking at over $100,000,000 of road <br />paving that needs to be done to existing roads and it does not include new roads or ditch <br />roads out west. She wanted to see an aggressive program to try to catch up and would favor <br />the MSBU's for the large areas to address the grading problems and existing rights-of-way <br />issues. She suggested using the alternative pavement wherever possible and creating some <br />minimum criteria in order to use it. She thought thinking "out of the box" would be very <br />important on this in order to put it together. She did not favor doing it all in-house because <br />of time and costs. She felt if some revenue sources and MSBU's can be established, it <br />would allow a "jump-start" by using some outside work. The program charge has to be <br />figured into the cost of the benefitted owners. She thanked staff for all their work. <br />Commissioner Macht felt it would be unfair not to charge for in-house work on one <br />project and charge for that type of work on outside work. He felt it should be all of one or <br />the other. <br />Commissioner Adams agreed and added that some of the equipment would not be <br />necessary unless a certain type of work was being done. <br />Commissioner Ginn liked the first five recommendations but was concerned about <br />adding the additional one -cent gas tax. <br />Director Davis responded that if the program is accelerated and the County continues <br />to participate by cost-sharing (25% for local roads and 50% for collector roads) we would <br />have a problem in funding the County's share, unless more of those costs were passed on <br />to the benefitted owners. Also in receiving grants, many times there would be a County <br />contribution. Many counties do not contribute when paving a local road. There is a benefit <br />to the general public because the silt is not being put into the Indian River. <br />Commissioner Adams pointed out another benefit was for driving to visit someone. <br />January 15, 2002 <br />68 <br />
