Attorney Clem believed the question is whether the Board has the power and authority <br /> to act within the 1987 and 1981 CCCLs . If this plan is sent to the State , there will be public <br /> hearings , but local citizens have a right to deal with local government . If this structure is <br /> allowed , within 30 years the owners will be back for assistance . The 1987 CCCL makes <br /> sense and everyone to the north of the subject property , including Mr . and Mrs . Brown , have <br /> built behind this line . Mr . and Mrs . Brown would certainly rather have single- family <br /> residential development, but at least the Board can ask that the construction be moved back <br /> behind the 1987 CCCL . <br /> Bill Glynn , 1802 Barefoot Place , President of North Beach Civic Association and <br /> Summerplace Improvement Association , commented that this property keeps coming back <br /> before the Board . First the plan was for 6 3 , 000 - square - foot homes , then for 2 very nice <br /> homes on the edge of the dunes , and now a 7 - unit residential development is proposed . <br /> FEMA has already allocated monies to replace the dunes east of this property . The property <br /> does not actually exist . He and his neighbors are getting water against their seawalls in <br /> Summerplace and it is only getting worse . A building that large is not the right thing to do <br /> in that area . This building will be 55 - feet high in an area of single - family homes where the <br /> dune is only 8 to 10 feet high and is the only line of defense . If the Board allows 45 feet on <br /> top of that, it will tower over everything else and affect the real estate values . This Board <br /> has been very helpful to the north beach area by developing the North Beach Task Force , <br /> building the fire station , obtaining open lands for the citizens , and getting AIA and CR - 510 <br /> named as Scenic Highways . All of this hard work could be for naught . He believed the <br /> Planning and Zoning Commission did not make an arbitrary decision but a well - thought - out <br /> one .
