10 . HUMANE SOCIETY - DISCUSSION REGARDING <br /> CONTAMINATION OF OLD SOUTH GIFFORD ROAD <br /> LANDFILL SITE AND REIMBURSEMENT FOR LIFT <br /> STATION AND ERUS <br /> The Board reviewed a Memorandum of January 10 , 2001 : <br /> TO : Board of County Commissioners <br /> THRU : James E . Baird, Assistant County Administrator ,' <br /> lJ <br /> DATE : January 10 , 2001 <br /> SUBJECT : Humane Societv <br /> The Humane Society operates on a ten ( 10) acre site they acquired from Indian River <br /> County , located at 4701 415` Street. Five acres of the property was purchased from Indian River <br /> County for S 10 ,000 on May 3 , 1984 . On July 27 , 1999 Indian River County deeded an <br /> additional ( 5 ) five acres . In 1991 the Humane Society was required to hook-up to county sewer <br /> at which time the County appropriated 549 ,490 in the General Fund to pay the sewer impact <br /> fees . The Humane Society property was originally the old South Gifford Road landfill , and <br /> unfortunately , ground water contamination has been found. Indian River County has been <br /> monitoring the contamination , and has hired a consultant to develop and begin remediation or <br /> cleanup of the site . The consultant Geo Syntec has assured the Humane Society that the <br /> contamination is of no immediate concern for the welfare of Humane Society ' s animals . staff, <br /> volunteers , or clients , and that with proper engineering controls , the site can be safely developed . <br /> Humane Society of Vero Beach and Indian River County provides the community with <br /> a vital service . They had begun expansion plans to build their proposed Adoption and Education <br /> Center. The site permits were issued , land was cleared , the site was fenced , and the culvert for <br /> a new roadway was added to the current location in preparation for the building construction . <br /> After consultation with County Administration and engineers specializing in landfill <br /> remediation, the Humane Society ' s Board of Directors has made a decision to seek a new <br /> location for their building . Humane Society has found a new location that is thought to be <br /> suitable and has entered into a real estate contract for the purchase of 38 acres located on Hobart <br /> Road ( 77' St. ) between 58 `h Avenue and 66" Avenue ( adjacent to the fairground property) at a <br /> cost of $ 275 ,000 . The move will cost more than had been anticipated since they will have to <br /> replace their existing facility, and also have incurred costs on the existing site for the expansion . <br /> The Humane Society has estimated the relocation costs .
