The Chairman opened the public hearing and asked if anyone wished tb be heard in <br /> this matter . <br /> Lonnie Gore , 12050 CR 507 , advised he already had problems with water flow since <br /> St . Johns took out a culvert southeast of his property . He has spent thousands of dollars <br /> trying to keep the natural flow of water off his land . He did not want to see these rights - of- <br /> way abandoned because the sand ridge there is a lot higher and the water will have to flow <br /> west and will create a problem . <br /> Brian Heady , Vero Beach , was opposed to wholesale abandonment . e proposed <br /> that the Board needed to look at the value of these rights - of-way now , and w at they will <br /> be worth in the future and look at a lease or other way to retain the rights . <br /> It was determined that no one else wished to be heard and the Chairm n closed the <br /> public hearing . <br /> ON MOTION by Commissioner Adams SECONDED BY Vice <br /> Chairman Ginn , the Board unanimously agreed to not abandon <br /> these rights - of-way and to judiciously guard any rights in the <br /> Carson Platt property . <br /> 9 .
