RESOLUTION 2002-008 APPROVING A JOINT PARTICIPATION <br />AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPOR TA TION <br />TO FUND A PORTION OF THE LOCAL MATCH FOR DESIGN SERVICES <br />ASSOCIATED WITH THE 16TH/17TH STREET WIDENING PROJECT <br />The Board reviewed a Memorandum of January 8, 2002: <br />TO: James E. Chandler <br />County Administrator <br />FROM: Robert M. Keating, AICP/-,Yt <br />Community Development Director <br />DATE: January 8, 2002 <br />SUBJECT: Request to Approve Joint Participation Agreement (JPA) with Florida <br />Department of Transportation (FDOT) for 16`h/17`h Street Project Design <br />Services <br />It is requested that the data provided herein be given formal consideration by the Board <br />of County Commissioners at its regular meeting of January 22, 2002. <br />DESCRIPTION AND CONDITIONS: <br />For a number of years, the widening of 16`h/17`h Street, from U.S.41 to 500 feet west of <br />14th Avenue, has been on the Metropolitan Planning Organization's (MPO) Long Range <br />Transportation Plan and the MPO's list of priority projects. As an MPO priority project, <br />the 16th/17th Street widening was a candidate for federal funding. <br />While federally funded projects on the State Highway System (SHS) are entirely funded <br />by FDOT that is not always the case with projects off the SHS. For projects off the SHS <br />most federal funding programs require a 25 percent match In these cases, FDOT pays <br />half of the 25 percent match, while the local government having jurisdiction over the <br />project roadway pays the other half of the 25 percent match. <br />In this case, 16th/17th Street is not on the State Highway System. Therefore, the County <br />must pay half of the 25 percent match for each of the projr.et's phases. At present, FDOT <br />is in the process of awarding a contract for the project's design services. To provide for <br />the County to conunit to the payment of its share of the project's design costs, FDOT has <br />drafted the attached Joint Participation Agreement. This agreement must be approved by <br />the Board of County Commissioners for the 16`h/17`h Street project to proceed. <br />JANUARY 22, 2002 <br />-23- <br />1 <br />
