ANALYSIS: <br />According to the MPO's adopted 2025 Long Range Transportation Plan, a number of <br />roadway improvements will be needed to accommodate the growth projected through <br />2025. Federal money is one source of funding those improvements. Even on non -SHS <br />roadways where the County must pay a portion of the match, the County receives the <br />benefit of 87.5 percent federallstate funding for a project. <br />With 16`h/17`h Street, the County's share of the roadway design match is $103,125.00. <br />The source of this match will be the Traffic Impact Fee District 5 fund. There are <br />sufficient funds in that account to provide the required match. <br />In the future, the County will be required to pay its share of the match costs for <br />subsequent project phases As programmed, the right-of-way phase is scheduled for FY <br />2002/03, and the construction phase is scheduled for FY 2004/05. Prior to the <br />commencement of these phases, the attached JPA will need to be amended to reflect the <br />additional County match. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners adopt the attached <br />Resolution, approving the County/FDOT Joint Participation Agreement authorizing the <br />Chaiiman to execute the agreement and directing the Community Development Director <br />to transmit the JPA to FDOT. <br />ON MOTION by Commissioner Ginn, SECONDED <br />by Commissioner Adams, the Board unanimously <br />approved the Joint Participation Agreement; <br />authorized the Chairman to execute same; directed <br />the Community Development Director to transmit <br />the Agreement; and adopted Resolution 2002-008 <br />approving a Joint Participation Agreement with the <br />Florida Department of Transportation to fund a <br />portion of the local match for design services <br />associated with the 16th/17th Street Widening <br />Proj ect. <br />AGREEMENT IS ON FILE FN THE OFFICE OF THE <br />JANUARY 22, 2002 <br />CLERK TO THE BOARD <br />-24- <br />51 <br />
