Commissioner Macht , responding to the attack on LAAC ' s actions , stated that in 1989 <br /> Lost Tree wanted to develop the islands up to 3 units per acre . He was with the City of Vero <br /> Beach at that time and immediately met with the City Manager and the City Attorney to draft <br /> an ordinance as a safety net to limit the development to one unit per 2 acres , not allowing the <br /> use of fill dirt , and allowing no plantings without permission . Their next step was to draft <br /> a bridge ordinance . Those islands would now be developed and we would not even be <br /> talking about this proposed development without the prohibitive actions taken by the City . <br /> The LAAO was forbidden by law and procedural regulations from purchasing those islands <br /> for more than 10 % above the appraised value .
