DATE : December 27 , 2000 <br /> SUBJECT : Jack Large, Trustee ' s Request for Planned Development ( PD) Special Exception <br /> Use Approval for River Island <br /> It is requested that the data herein presented be given formal consideration by the Board of County <br /> Commissioners at its regular meeting of January 9 , 2001 . <br /> DESCRIPTION & CONDITIONS : <br /> Mosbv & Associates , Inc . , on behalf of Jack Large , Trustee , has requested planned development <br /> ( PD ) special exception use and preliminary PD plan/plat approval for a project to be known as <br /> "River Island" . The site is located between the Durrance Development subdivision and the Indian <br /> River Lagoon, south of the River Boat Club subdivision and 95 ' Street . The site currently contains <br /> several single- family and multi - family residences that total 12 rental units . This single phase project <br /> proposes removal of all existing residential structures and creation of 1 single- family lot and 5 <br /> duplex lots for a total of 11 residences on 6 lots . The existing roadway that serves the site and <br /> surrounding properties will remain but be improved with this project . The applicant is requesting <br /> PD approval to obtain lot size , lot width, sidevard setback , and right-of-way width waivers to <br /> accommodate redevelopment of the site within the existing physical constraints of the site ( access , <br /> east/west width , proximity to the lagoon, and proximity to an existing navigable canal ) . <br /> • PD Project Process <br /> The process involved in review and approval of this proposal is as follows : <br /> Approval Needed Reviewing Bodv <br /> 1 . Conceptual Plan/ Special Exception PZC & BCC <br /> 2 . Preliminary PD PZC <br /> 3 . Land Development Permit ( LDP ) or Waiver Staff <br /> 4 . Final PD (plat) BCC <br /> The applicant has requested approval of the first two steps . If the Board of County Commissioners <br /> approves the request, then the applicant ' s next step will be to obtain from Public Works an LDP or <br /> LDP waiver for required PD improvements . <br /> • Planning and Zoning Commission Action <br /> At its meeting of December 14 , 2000 , the Planning and Zoning Commission voted 6 - 0 to <br /> recommend that the Board approve the special exception request with conditions ( see attachment <br /> #4) . Those recommended conditions are incorporated into staffs recommendation as it appears at <br /> the end of this report . The Planning and Zoning Commission also approved the preliminary PD <br /> plan/plat subject to Board approval of the special exception request . <br /> January 9 , 2001 <br /> 6 2 <br />
