7.J. 4TH STREET WIDENING AND INTERSECTION IMPROVEMENTS - KEITH & <br />SCHNARS - AMENDMENT #4 TO CONTRACT <br />The Board reviewed a Memorandum of November 5, 2002: <br />TO: James E. Chandler <br />County Administrator <br />THROUGH: James W. Davis, P.E. <br />Public Works Directo <br />Terry B. Thompson <br />P.E., Capital Projects Manager <br />SUBJECT: 4th Street Widening and Intersection Improvements <br />Amendment NO. 4 <br />DATE: November 5, 2002 <br />DESCRIPTION AND CONDITIONS <br />Keith & Schnars, Inc. is under contract with Indian River County to provide <br />professional civil engineering services for widening 4th Street from US 1 to 600 feet <br />west of Old Dixie Highway. <br />The attached Amendment No. 4 provides for altering the storm water collection <br />system to reduce construction costs by approximately $30,000.00. Subsequent to <br />Keith & Schnars receiving the project environmental resource permit from the St. <br />John's River Water Management District (SJRWMD), County Staff suggested <br />eliminating and reconfiguring portions of the drainage piping system as a cost <br />savings measure. County Staff discussed the proposed changes with SJWRMD <br />and received confirmation that the changes would not require a permit <br />modification. The cost of revising the plan/profile sheets, retention area detail <br />sheet and summary of quantities sheet in accordance with County Staff marked -up <br />red -lined plans is $2,540.00 <br />Amendment No. 4 also provides for revising horizontal and vertical alignment at <br />the intersection of US 1 and 4th Street to accommodate a future Florida <br />Department of Transportation (FDOT) project. This revised alignment also <br />requires revisions to the proposed improvements at the FEC grade crossing. <br />County Staff is negotiating a Joint Project Agreement with the FDOT to share in <br />the cost of the grade crossing improvements since the County will be <br />accommodating FDOT s future project The cost of design services for revising <br />the alignment is $2,130.00. The cost of engineering services for coordinating and <br />permitting the FEC grade crossing is $1,090.00. <br />NOVEMBER 12, 2002 <br />42 <br />
