9.Be3. <br />SEXT <br />I <br />T <br />IML <br />GG <br />II <br />SHORES" <br />Ralph Sexton, representing Save our Shores, pointed out the seriousness of erosion on the <br />beaches due to the recent heavy waves. He advised that anything the Board could do to help the <br />property owners would be appreciated. He credited the PEP reef with protecting the areas for four <br />weeks, but two-thirds of the sand came back after the storm. He thought the measurements taken <br />of the PEP reef area beach were taken at the wrong times and requested that the Board ask the Corps <br />of Engineers to come back to re -measure. <br />Bill Glynn, 1802 Barefoot Place, representing the North Beach Civic Association and Save <br />our Shores, gave an historical account of what has been going on with the beaches and the measures <br />taken to try to re -nourish the various areas. He stated that the beach erosion affects everybody in the <br />county. He commented on excerpts he read from a recent article that appeared in the Press Journal <br />concerning shortfalls in the State's budget. He felt that the environmental community was <br />responsible for the delays experienced in beach project permits in the small counties in Florida and <br />was very concerned about it. He suggested serious ground rules be set for negotiations. He asked <br />when a new Coastal Engineer would be hired. He asked if we were going to lose our State funding. <br />He asked about the source of funding for Areas 1 and 2. There are several homes which need <br />emergency permits for seawalls. He predicted that more seawalls will be needed if the beach <br />reclamation program is not done soon. He asked if FEMA has been approached or will be <br />approached for money. Last, he asked whether the County would be requesting Federal funding <br />especially for Areas 3 and 5 adding that there should be sufficient time to apply for them. He asked <br />that a report be made in response to his questions. <br />In response to Chairman Ginn's inquiry on the status of the HCP (Habitat Conservation <br />Plan), Public Works Director James Davis advised that the final draft was delivered and there was <br />a stakeholders meeting last week from which some directions were derived and staff would be <br />working on those. Some areas need more work and the consultants have been told to expedite it. <br />He hoped to have a new draft by the end of the year to submit to the appropriate agencies. <br />November 13, 2001 <br />71 <br />
