• <br />of a land development permit, the applicant must obtain a county <br />wetlands resource permit. A wetland conservation easement will be <br />required through the mitigation process. The conservation easement <br />will need to be established prior to or via the final plat. <br />Exotics Removal: Based on the LDRs, all nuisance exotic <br />vegetation is required to be removed which the applicant is prepared <br />to do. The Planning and Zoning Commission recommended that the <br />removal be phased and that the stumps/roots of any nuisance exotics <br />in the wetlands be left in place to limit soil disturbance within the <br />wetlands. These conditions have been incorporated into the <br />recommendation at the end of this report. <br />8. Marina: The applicant is proposing to expand the physical size of the existing 32 slip <br />marina, but will keep the total number of slips at 32. The increase in physical size will <br />facilitate use by larger boats. The marina is proposed to be expanded to the south and west, <br />and this will result in some of the wetland impacts that were previously referenced. No <br />individual docks, piers or observation platforms are proposed. As a condition of PD <br />approval, staff is recommending that docks, piers and observation platforms be prohibited <br />on the single-family lots. The applicant is not proposing to deepen the marina, and will <br />pursue the marina expansion as phase II construction because of the anticipated length of <br />time to permit the expansion. Prior to any marina expansion work, the applicant will need <br />to obtain jurisdictional permits from the St. John's River Water Management District and the <br />Army Corp. of Engineers and obtain a land development permit from the county. <br />9. Stormwater Management: As with standard single-family subdivisions, the proposed <br />stormwater management plan has been given conceptual approval by the Public Works <br />Department The proposed system will convey run-off to a centralized stormwater lake <br />which will discharge into the wetlands near the marina. Final review and approval of the <br />stormwater management plan will be accomplished through the land development permit <br />process. - <br />10. Thoroughfare Plan: County Road 510 is classified as a major collector roadway requiring <br />160' of right-of-way width. Presently more than 160' of right-of-way exists at this location; <br />therefore, no additional CR 510 right-of-way is required. <br />11. Traffic Circulation: The project will utilize the existing Marsh Island entrance which will <br />be -slightly redesigned The existing entrance is located on the north side of CR 510 at the <br />west base of the fixed span bridge. A local road will be looped around the island and <br />"stubbed -out" to provide access to the lots proposed along the marina. This local road <br />system will provide access to all proposed lots. The internal circulation plan has been <br />approved by Traffic Engineering. - <br />There are two not -included parcels (parcels not owned by the developer) which flank the <br />entry road at the entry road s intersection with CR 510.
