BACKGROUND INFORMATION <br />The Utilities Department has identified a need to establish a contract with a general utilities contractor <br />for miscellaneous water and sewer line replacement and extensions projects during the current budget <br />year The open end contract for this period is estimated at $300,000 worth of miscellaneous labor. Each <br />bidder is required to provide satisfactory evidence that his company can secure a performance bond for <br />the aforementioned amount A separate performance bond and labor and material payment bond shall be <br />required for each work order whose value exceeds $25,000 and shall contain a specific provision that <br />delay damages are covered by the performance bond. <br />Bid Opening Date: October 11, 2000 at 2:00 P.M Preā¢Bid Conference Held: September 29, 2000 <br />Advertising Dates: September 20 & 27, 2000 Vendors Requesting Plans: Six (6) Vendors <br />Advertisement Mailed To: Thirty two (321 Vendors Replies. One (1) Vendor <br />VENDOR BID TOTAL <br />Treasure Coast Contracting $65,276.00 <br />Vero Beach, Florida <br />RECOMMENDATION <br />Staff recommends that the sole bid be rejected due to inflated unit prices compared to current market <br />rate, revise the specifications (remove mobilization and de -watering charges and add a multiplier for <br />emergency work) and re -bid this contract (Department Memo Attached.) <br />ON MOTION by Commissioner Stanbridge, <br />SECONDED by Commissioner Tippin, the Board, <br />by a 4-0 vote (Commissioner Ginn absent), <br />unanimously rejected the sole bid due to inflated unit <br />prices compared to current market rate and <br />authorized staff to revise the specifications and re- <br />bid the contract, as recommended by staff <br />9.A.1.
