of the improvements are already on the site. and the applicant is seeking to legalize the use of those <br />improvements. Within the county's zoning code "gun range" is not a listed use In cases where a <br />proposed use is unlisted the code provides criteria for categonzing the unlisted use. Using those <br />criteria. the planning director has determined that organized and arranged gun club activities <br />constitute a "country club" or membership shooting club type use which requires special exception <br />approval in the A-2 zoning district. Please see attachment #4, which is a letter from the planning <br />director explaining the determination and providing general criteria for evaluating proposals for such <br />a use. Based upon staff's determination that an outdoor gun range requires special exception use <br />approval. the applicant submitted this application. <br />• Planning and Zoning Commission Action <br />This item was originally scheduled for consideration at the September 28, 2000 Planning and Zoning <br />Commission meeting with a staff recommendation to deny the application. At that meeting, the item <br />was tabled to the October 12, 2000 meeting. During that interim period, the applicant met with staff. <br />proposed changes to the plan, and provided additional information which addressed staffs concerns. <br />At the October 12, 2000 meeting, the Planning and Zoning Commission heard the item and voted <br />unanimously (5-0) to adopt staffs recommendation for approval with the conditions as outlined in <br />staff's report (see attachment #9). Staff has already approved the minor site plan associated with the <br />special exception use application, contingent upon the Board s approval of the special exception use <br />request. Therefore, site plan approval will become effective upon Board approval of the special <br />exception use. <br />The Board is now to approve, approve with conditions, or deny the special exception use request. <br />Pursuant to Section 971.05 of the LDRs the Board is to consider the appropriateness of the <br />requested use for the subject site and surrounding area. The Board may attach any conditions and <br />safeguards necessary to mitigate impacts and to ensure compatibility of the use with the surrounding <br />area <br />ANALYSIS: <br />1. Size of Development: 24.87 acres (±800' north/south x 1,360' east/west) <br />2. Zoning Classification: A-2, Agricultural 2 (up to 1 unit/10 acres) <br />3. Land Use Designation: AG -2, Agricultural 2 (up to 1 unit/10 acres) <br />4. Use of the Site: The applicant proposes to limit use of the site to a sporting clay range open <br />to members only In addition. the applicant proposes to hold up to 18 special events <br />(competitions/fund-raisers) per year. Hours of operation would be limited to 9:00 am to 5:00 <br />pm. The majority of the use would be during the weekends, although limited use is proposed <br />for members on weekdays. Special events would be held pnmarily on weekends. Please <br />see attachment #5, for details regarding the applicant's proposal. <br />5. Proposed Building Area: 488 sq. ft. <br />Note: The building will provide a meeting room and restroom. <br />6. Impervious Area: <br />488 sq. ft.
