Planning Director Stan Boling reviewed the Memorandum for the Board <br />The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter. <br />Randy Mosby, Mosby & Associates, gave a brief history of the project and noted that <br />the client has come to an agreement with the Engineering Department to give some of the <br />large lake to the County for stormwater improvements. 45% of the land is a stormwater lake <br />and the developer is losing a good part of the land in this manner. The client is not a land <br />miner but they are looking for some direction on what to do with the excess dirt. The rule <br />says the dirt must be mined and moved in 2 months and they are asking for an extension on <br />the time to move all of the dirt. The lake is being dug to a maximum depth to keep the water <br />healthy and they need some relief other than building the land up 15 feet. <br />Chairman Adams noted that one reason there is such a large lake is because of the cut <br />and fill waiver. <br />Director Boling stated that the regulation allows excavation on the whole project but <br />there is a time line of 2 months to get the excess dirt offsite. <br />General discussion ensued regarding the type and amount of soil to be removed from <br />the property and the impact of new developments in the floodplain. <br />Commissioner Stanbridge felt this problem must be addressed. <br />The Chairman asked if anyone else wished to be heard regarding this matter.
