Certain waivers from conventional single-family lot size <br />and setback requirements are being requested through the PD process. <br />The subject site is located on the north side of the CR 510 Causeway just west of the existing fixed <br />span bndge that crosses the intracoastal waterway. The upland portion of the property is zoned RM - <br />4 which allows for single and multi -family development at up to 4 units/acre. Wetland portions of <br />the project site are zoned CON -2 and have estuarine wetland density restrictions (1 unit/40 acres or <br />1 unit/acre transferred density). <br />The Marsh Island site has been the subject of previous development approvals and limited <br />construction. In 1982, the original Marsh Island development plan was approved; it was then <br />amended in 1985. Both plans provided for 109 multi -family units. Some residential structures, <br />infrastructure and a 32 slip marina facility were constructed years ago under the 1982 plans. Due <br />to lack of construction, the 1985 amended plan that superceded the 1982 plan expired and is no <br />longer valid. Therefore, no further development of the site can occur without approval of a new <br />development plan. <br />The proposed PD plan reflects the use of some of the existing infrastructure and the existing marina, <br />but reflects removal of the previously constructed residential structures. The residential structures <br />have already been demolished, as allowed and permitted under county regulations. <br />• PD Project Process <br />As a PD project, the process involved in review and approval of this proposal is as follows: <br />Approval Needed Reviewing Body <br />1. Conceptual Plan/Special Exception PZC & BCC <br />2. Preliminary PD Plan PZC <br />3. Land Development Permits or Waiver Staff <br />4. Final PD Plat <br />BCC <br />The applicant is now requesting concurrent approval of steps 1 and 2.
