with the site's land use designation, the request serves to create a more compact land use pattern <br />within the urban service area and reduces the chances for urban sprawl to occur. For these <br />reasons, the request is consistent with Future Land Use Element Objective 1. <br />Future Land Use Element Policies 1.11 and 1.12 <br />Future Land Use Element Policy 1.12 states that the L-1, Low -Density Residential -1, land use <br />designation is intended for residential uses with densities up to 3 units/acre. In addition, Future <br />Land Use Element Policy 1.11 states that these residential uses must be located within the urban <br />service area. <br />Since the subject property is located within an area designated as L-1 on the county's future land <br />use plan map and is located within the county's urban service area, and the proposed zoning <br />district would allow residential uses no greater than the 3 units/acre permitted by the L-1 <br />designation, the proposed request is consistent with Policies 1.11 and 1.12. <br />Future Land Use Element Policy 2.2 <br />Future Land Use Element Policy 2.2 states that the county shall encourage and direct growth into <br />the urban service area through zoning and LDRs. Since the proposed rezoning would allow and <br />encourage more development on the subject property and the subject property is within the urban <br />service area, the request implements Future Land Use Element Policy 2.2. <br />As part of its consistency analysis, staff compared the proposed request to all appropriate <br />objectives and policies in the plan and found no conflicts. Therefore, the request is consistent <br />with the comprehensive plan. <br />Compatibility with the Surrounding Area <br />With this proposed rezoning, compatibility is not an issue because the property is surrounded on <br />all sides by land zoned RS -3, and would therefore result in a continuation of an existing zoning <br />district. Properties to the west, south, and southeast are already developed with single-family <br />subdivisions. Therefore, no incompatibilities between these properties and the subject property <br />are anticipated to occur as a result of the proposed rezoning. <br />This request is to rezone the subject property to a residential use at a density that is consistent <br />with its comprehensive plan land use designation. Since the proposed rezoning meets the <br />concurrency test and is consistent with the site's future land use designation the request is not <br />anticipated to negatively impact surrounding areas. For these reasons, staff feels the requested <br />zoning district would be compatible with adjacent residential development. <br />Potential Impact on Environmental Quality <br />Approximately half of the subject property has been cleared, while the other half contains an <br />inactive grove. Since the subject property contains no environmentally important land, such as <br />wetlands or sensitive uplands, development of the site is anticipated to have little or no impact on <br />environmental quality. For this reason, no adverse environmental impacts associated with this <br />request are anticipated. <br />CONCLUSION <br />Based on the analysis, staff has determined that the requested zoning district is compatible with <br />surrounding areas, is consistent with the comprehensive plan. meets all concurrency critena, will <br />November 19, 2002 <br />42 <br />
