CHANDLER, COUNTY ADMINISTRATOR <br />FROM: W. ERIK OLSON, DIRECTOR OF UTILITY SERVICES (' <br />SUBJECT: DEPARTMENT OF E`IVIItON.MENTAL PROTECTION <br />GRANT FOR L JTEGRATED WATER RESOURCE PROJECT <br />BACKGROUND: <br />Indian River County uses Reverse Osmosis technology in the treatment of its water. A byproduct <br />of this Reverse Osmosis process is a Brine concentrate. This Brine reject water has historically <br />been discharged into the Indian River Lagoon. However, the County, in partnership with the <br />Department of Environmental Protection, (DEP), has developed an innovative program that will <br />redirect the Brine reject water from the Indian River Lagoon. This process will blend storm water <br />and wastewater reuse through a wetland cleansing system, and will create additional irrigation <br />water for golf courses. This innovative program, the Indian River Integrated Water Resource <br />program, will become a model for other utilities throughout the state. <br />ANALYSIS: <br />The Utility Department, in a presentation to the Board of County Commissioners, indicated that <br />the Integrated Water Resource Project would cost nearly $3.5 million in its first initial phase. <br />Although funding is available for the project from existing Capital funds, the Utility Department <br />November 19, 2002 <br />58 <br />1 <br />t <br />
