They reorganized and combined with the Boys and Girls Club and <br />Youth Volunteer Club during the year but the funded program continued thru September. <br />Because of staffing changes and other reasons their billing was late, and before getting it <br />straightened out, the books had closed for the fiscal year. The technical side has been <br />reviewed and she recommended payment. She advised that the former executive director <br />of VAC, Patti Nugent, was present and wanted to give a quick presentation on the <br />organization's position. <br />Assistant County Administrator Baird explained the bill was not paid because it was <br />late. The contractual agreement was to fund the Volunteer Action Center and he thought it <br />would take Board approval for payment. He recommended payment through June <br />(Alternative No. 2) in the amount of $8,217.93. Staff had reviewed the request and the <br />expenses met the criteria of the grant but the contractual entity ceased operation in June. <br />In response to Commissioner Neuberger's question, Ms. Johnston -Carlson confirmed <br />that the programmed activity continued under the Boys and Girls Club. <br />Commissioner Adams suggested the Board set a policy that prior approval by Board <br />is necessary if there will be changes such as this. <br />ON MOTION by Acting Vice Chairman Ginn, SECONDED <br />BY Commissioner Adams, the Board unanimously approved <br />payment to the Volunteer Action Center in the amount of <br />$8,217.93 (Alternative No. 2), as recommended by Assistant <br />Administrator Baird. <br />November 19, 2002 <br />61 <br />• <br />
