ANALYSIS : <br /> The majority of the required subdivision improvements have been constructed, with the exception <br /> of some minor improvements . At this time, the applicant is "bonding-out" these remaining required <br /> improvements for this development, as provided for in the county ' s land development regulations . <br /> Both the Public Works Department and the Utility Services Department are in the process of <br /> reviewing the submitted engineer' s cost estimate and corresponding security amount. In addition, <br /> the County Attorney' s Office is in the process of reviewing the submitted contract for construction <br /> and the cash escrow agreement. The financial security represents 115 % of the estimated cost to <br /> construct the remaining required improvements. It should be noted that all improvements within the <br /> AnnaBelle' s Way subdivision will be private, except for the utility facilities . The utility facilities <br /> will be dedicated to Indian River county as required by the Utility Services Department and will be <br /> guaranteed separately through Utility Service' s bill of sale procedures . With the contract and <br /> security, all final plat requirements are satisfied. <br /> RECOMMENDATION : <br /> Based on the above analysis, staff recommends that the Board of County Commissioners, grant final <br /> plat approval for the AnnaBelle' s Way subdivision, authorize the chairman to sign the contract for <br /> construction of remaining required improvements, and authorize the chairman to sign the cash <br /> escrow agreement that guarantees performance of the construction contract. <br /> ATTACHMENTS : <br /> 1 .
