VICE CHAIRMAN GINN - REPORT ON SUB - STANDARD <br /> LIVING CONDITIONS OF ELDERLY IN WABASSO AREA AND <br /> GIFFORD NEIGHBORHOOD PLAN <br /> Pursuant to Mr. Frank Zorc ' s concerns , Vice Chairman Ginn reported that she, <br /> Health Administrator Jean Kline, and Environmental Specialist Don Burgess had gone to see <br /> the Wabasso area problems . There are several pockets of poverty in our county about which <br /> we are not proud, however, people live there . Anything we do in the area must be done <br /> carefully and thoughtfully so as not to impact the homeless situation in our county . Steps <br /> the County could take were discussed and the first steps would be to determine the land <br /> ownership and the rights - of--way . There is little that can be done until those things gs are <br /> known . Guidance from our County Attorney is also necessary regarding the removal of trash <br /> from private property which produces unsanitary conditions . She thought the County ' s <br /> ordinance regarding minimum housing standards should be researched . These steps should <br /> be taken in conjunction with community leaders . She had no desire for the County to go in <br /> and displace people . She recounted having attended a national meeting of Habitat for <br /> Humanity and she was willing to do whatever she could with them . The national group <br /> focuses on cleaning up neighborhoods . She plans to go to Georgia with other members of <br /> the committee to visit a neighborhood they cleaned u in Georgia to determine if there P g ere are <br /> any applicable situations for us . The Health Department will take the lead and will work <br /> with other community agencies on this . The situation has been going on for many years ; it <br /> will be turned around but it will not happen overnight. Many of the people who are there are <br /> elderly and care has to be taken not to disturb or disrupt them . <br /> Commissioner Stanbridge commented that there is an area in Gifford and it has been <br /> determined that a small area plan is necessary . Staff has been given permission by the Board <br /> to assist in developing a neighborhood plan . Corridors will be studied as well as similar <br /> situations that exist in Wabasso and community leaders are involved in a team .
