McCoy, AICPjv'r��\ <br />Senior Planner, Current Development <br />DATE: October 28, 2002 <br />SUBJECT: Poplar Development Inc.'s Request for Planned Development (PD) Special <br />Exception Use Approval for a Project to be Known as Abington Woods <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of November 5 2002 <br />DESCRIPTION & CONDITIONS: <br />Schulke, Bittle, & Stoddard, Inc., on behalf of Poplar Development Inc., is requesting planned <br />development (PD) special exception use approval for a project to be known as "Abington Woods" <br />The site is located on the north side of 41st Street just west ofMeadowlark Woods Subdivision. The <br />applicant is requesting PD approval to obtain waivers (reductions) in lot size, lot width, setbacks, and <br />right-of-way width in return for greater perimeter setbacks and buffers, aesthetic amenities, wetlands <br />preservation, and upland preservation. <br />The project proposes 56 single-family detached homes on individual lots at an overall density of 1.96 <br />units per acre. In addition, the project contains wetland and upland preservation areas, perimeter <br />buffers and recreation tracts. <br />Planning and Zoning Commission Action <br />At its regular meeting of October 10, 2002, the Planning and Zoning Commission voted unanimously <br />(6-0) to recommend that the Board of County Commissioners grant PD special exception use <br />approval. In addition, the Planning and Zoning Commission voted unanimously to approve the <br />preliminary PD plan/plat, subject to the Board approval of the special exception use <br />At this time, the Board of County Commissioners is to consider the request and is to approve, <br />approve with conditions, or deny the special exception use request for the proposed planned <br />development Pursuant to section 971.05 of the land development regulations (LDRs), the Board is <br />to consider the appropriateness of the requested uses for the subject site and surrounding area. The <br />Board may attach reasonable conditions and safeguards necessary to mitigate impacts and to ensure <br />compatibility of the uses with the surrounding area. <br />November 5, 2002 <br />
