CONCURRENCY IMPACTS <br />Staff has determined that all concurrency -mandated facilities, including stormwater management, <br />roads, solid waste, wastewater, and water, have adequate capacity to accommodate the proposed use <br />of the subject PD district. The applicant will be required to obtain a concurrency certificate prior to <br />site plan release and building permit issuance. <br />PD PLAN ANALYSIS: <br />The conceptual PD plan proposes an office and medical services clinic. <br />1. Land Use Designation: PUB, Public <br />Building Area: 6,385 sq. ft. for government office <br />4,257 sq. ft. for medical services clinic <br />Total 10,642 sq. ft. <br />Note: The proposed building will be located over 100 feet from the west property line. <br />Impervious Area: 40,444 sq. ft. <br />Open Space: <br />Required in RM -10: 30% <br />Proposed in PD District: 30% <br />Provided: 73% <br />Parking: Required: 41 spaces <br />Provided: 44 spaces <br />Note: Due to the fact that 60% of the building will be allocated for government office space <br />for the Indian River County Hospital District, the proposed facility was classified as a <br />government building frequented by the public. Such a use requires 1 parking space per 260 <br />sq. ft. of gross floor area and is greater than the general office rate of 1 parking space per 300 <br />sq. ft. <br />Traffic Circulation: The PD plan proposes two full movement two-way driveway <br />connections to 47th Street. A drop-off area is provided on the east side of the building to <br />facilitate loading and unloading of visitors to the facility. That drop-off area has been <br />designed to accommodate the safe movement of buses such as the Community Coach <br />vehicles. A delivery area is provided along the west side of the building. Traffic <br />Engineering Division staff has approved those driveway connections and the internal <br />circulation plan. <br />A traffic impact statement has been reviewed and approved by Traffic Engineering Division. <br />Based on that statement, no off-site traffic improvements are required in conjunction with <br />this project and none are proposed. <br />November 5, 2002 <br />
