• <br />9. Stormwater Management: The project's conceptual stormwater management plan has been <br />approved by the public works department, and the developer will be required to obtain a <br />Type "A' county stormwater permit prior to site plan release. One dry retention area is <br />proposed for the subject site and will be located in the west area of the site. All stormwater <br />runoff will be retained on site. <br />10. Utilities: The project is required to connect to County water and sewer, and such <br />connections are proposed. These utility provisions have been approved by the County <br />Utilities Department and the Environmental Health Department. <br />11. Landscape Plan and Buffers: The landscape plan is in compliance with LDR Chapter 926. <br />This includes a Type C buffer and 3 -foot opaque feature on the west property line, a Type C <br />landscape buffer along the south property line, and type D landscape buffers along the north <br />and east property lines. <br />12. Required Improvements: <br />a. 47th Street Sidewalk: A 4 -foot wide sidewalk is required and is shown on the plan along <br />the site's entire 47`h Street frontage. Said sidewalk will need to be completed or bonded - <br />out prior to issuance of a certificate of occupancy for the facility. <br />b. 28' Court Sidewalk: A 4 -foot sidewalk is required and is shown on the plan along the <br />site's entire 28`h Court frontage. Said sidewalk will need to be completed or bonded -out <br />prior to issuance of a certificate of occupancy for the facility. <br />13. Surrounding Land Use and Zoning: <br />North: 47th Street, Single-Family/RM-10 <br />South: County Park/RM-10 <br />East: 28th Court, Gifford Middle School & Existing Health Clinic/RM-10 <br />West: Single-Family/RM-10 <br />14. Public Benefits: In its proposed location, the Gifford Health Center will be the only health <br />care facility located in the Gifford area. This facility will be a primary care clinic serving the <br />adult and pediatric health care needs of the residents of the county and in particular those <br />residing in and about the general area of the facility. All services will be offered on a sliding <br />fee scale based upon family size and income. Therefore, the central location for all county <br />residents, the specific location for Gifford residents, and the availability of affordable health <br />care are the public benefits offered by this project. <br />RECOMMENDATION: <br />Based on the above analysis, staff recommends that the Board of County Commissioners approve the <br />conceptual PD plan and the rezoning to PD, with the following conditions: <br />1. Prior to issuance of a certificate of occupancy, the applicant must construct or bond out the <br />required 47th Street sidewalk; and <br />2. Prior to issuance of a certificate of occupancy, the applicant must construct or bond out the <br />required 28th Court sidewalk <br />November 5, 2002 <br />"f <br />66 <br />
