ID; <br />1 <br />SUBJECT: Christian Outreach International, Inc.'s Request for Special Exception and <br />Conceptual Site Plan Approval for a Retreat Center and Appeal of the Planning <br />and Zoning Commission's Denial of Major Site Plan Approval for Phase I of the <br />Retreat Center <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of November 5, 2002 <br />DESCRIPTION & CONDITIONS <br />Mosby and Associates, Inc has submitted an application on behalf of Chnstian Outreach International, <br />Inc. to construct a Christian retreat center. The applicant is requesting conceptual special exception <br />approval for the overall development and concurrent major site plan approval for the first phase. The <br />applicant proposes to construct a 63 bed retreat center, consisting of 8 cabins, an auditorium, dining <br />hall chapel, recreation hall with pool, office, and administrative center. Christian Outreach <br />International is a non-denommational mission organization. The purpose of the retreat center will be <br />to train mission teams (See Attachment # 5 ). <br />The subject site is zoned A-1, Agricultural -1 (up to 1 unit/5 acres), and is located outside the urban <br />service area on the south side of 12th Street, just west of the First Church of God. Special exception use <br />approval is required for a "retreats and camps" use in the A-1 zoning district. <br />At its regular meeting of October 10, 2002, the Planning and Zoning Commission voted unanimously <br />(6-0) to recommend that the special exception use request for the retreat be denied. Based on its <br />recommendation to deny the use request, the Planning and Zoning Commission also denied the <br />Phase I major site plan request. The applicant is now requesting that the Board approve the special <br />exception use request and overturn the Planning and Zoning Commission's denial of the Phase I <br />major site plan. If the Board of County Commissioners approves the special exception use request, <br />the Phase I major site plan should also be approved. <br />At this time, the Board of County Commissioners is to consider the requests and is to approve, <br />approve with conditions, or deny the special exception use and appeal requests for the proposed <br />retreat camp Pursuant to section 971.05 of the land development regulations (LDRs), the Board is <br />to consider the appropriateness of the requested use for the subject site and surrounding area. The. <br />Board may approve the request and attach reasonable conditions and safeguards necessary to mitigate <br />impacts and to ensure compatibility of the use with the surrounding area. Alternatively, the Board <br />may deny the request. <br />ANALYSIS <br />1.
