It was determined that no one else wished to be heard and the Chairman closed the <br />public hearing. <br />Commissioner Adams suggested the Board look at this issue to determine if the <br />Commissioners want to encourage retreats and camps and allow them in all different land <br />use areas of the County. <br />Director Keating pointed out that the size needed would not fit in many urban areas. <br />He made some recommendations for LDR changes, but as to this application, staff is <br />considering still allowing them in agricultural areas but with more specific criteria. Forty <br />acres is the minimum recommendation but there are no magic rules or right answers. Staff <br />looked at a lot of other jurisdictions and found a lot of them do not have regulations for <br />retreats but deal with them one -by -one. Staff thinks retreats and camps should beresource- <br />based and it is important to understand that retreats and their uses do not have to be not-for- <br />profit. <br />Commissioner Adams expressed concern if they sell the property in the future. <br />Commissioner Macht thought the number of acres is not the important factor. He <br />wanted to know the law. <br />Director Keating read the definitions for special exception uses from Chapter 971. <br />He advised that staff believes compatibility issues have not been met. Churches are <br />permitted uses and not special exception uses.
