• <br />Vice Chairman Tippin observed the success of COI in the Czech Republic. He <br />suggested we need to have more specific detail in the Code on these matters. <br />MOTION WAS MADE by Vice Chairman Tippin, <br />SECONDED by Commissioner Adams, to grant the special <br />exception use, approve the conceptual site plan, add the <br />findings set out in the recommendation as appropriately <br />amended, and include two criteria staff recommended <br />concerning special exception approval. <br />Under discussion, Commissioner Ginn was concerned about the lack of specific <br />information and setbacks but believed the impact on the community would be a plus, not a <br />negative. <br />Chairman Stanbridge asked if the Board approved this and later COI abandoned it, <br />if it could be a corporate retreat. Director Keating specified that any expansion or buffer <br />changes would have to come back to the Board for approval. <br />County Attorney Paul Bangel understood that the motion was to include staff's <br />conditions 1 a & b and Vice Chairman Tippin affirmed that they were included. <br />THE CHAIRMAN CALLED THE QUESTION and the motion <br />carried unanimously. {The Board made the following findings• <br />1) it is empowered under the provisions of Chapter 971 to <br />review the special exceptions applied for; 2) the granting of the <br />special exception will not adversely affect the public interest; 3) <br />the application does satisfy the general & specific criteria <br />required for special exception approval; and 4) the conditions <br />November 5, 2002 <br />84 <br />12 t <br />• <br />
