DOYLE, PE <br />AND STAFFED INTERIM ASSISTANT DIRECTOR <br />BY: INDIAN RIVER COUNTY UTILITIE <br />Fessional <br />SUBJECT: CR -512 ROADWAY DAPROVEMENTS (WATER / FORCE MAIN <br />REPLACEMENT) AND CR -510 WASTEWATER IMPROVEMENTS — FORCE <br />MAINS AND RECLAIM MAINS (CR -510 / 58TH AVE. / 77 T11 ST TO TIS NORTH <br />WWTF) <br />RELEASE OF RETAINAGE FOR PROFESSIONAL SERVICES <br />BACKGROUND: <br />On October 305 1998 the Board of County Commissioners authorized professional services for the <br />design, permitting and construction services to Masteller & Moler, Inc. (See Attachment -P.) for the design <br />of force main along CR -510, south along 58`1' Ave. then east along 77"' Street to the County's North Regional <br />Wastewater Treatment Facility (WWTF). Masteller & Moler, Inc. have requested release of retainage for <br />all and future professional services rendered under this project. The design & permitting portion of the <br />project as it relates to the installation of a force main and a reclaim main along CR -512/510 / 58" Avenue <br />is complete and we have commenced with services -during -construction. <br />ANALYSIS: <br />Releasing retainage for the portion of work completed can be considered. It is not common practice <br />to hold retainage for Professional Services rendered on conventional design/bid type construction <br />projects. Retainage for work performed by a construction contractor is however subject to retainage and <br />shall not be released until neanng completion of the project. <br />RFCOM-NIENDATION <br />The staff of the Department of Utility Services recommends that the Board of County Commissioners <br />allow for the release of retainage for ALL professional services rendered <br />LIST OF ATTACHMENT: <br />a.)
