SUBJECT: Indeco, Inc.'s Request for Special Exception Use Approval for a Golf Course <br />[SP-SE-01-10-69/CDPLUS #2001050202-277031 <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of December 11, 2001. <br />DESCRIPTIOiV & CONDITIONS <br />Masteller & MoIer, Inc. has submitted an application for special exception use approval onbehalfof <br />Indeco, Inc. to construct an 18 -hole championship golf course. The subject site is bordered on the west <br />by 27"' Avenue SW, on the north by 17"Lane SW, on the east by 20"' Avenue SW and on the south by <br />the Indian River/St. Lucie County boundary line. The subject site is zoned RS -6, Residential Single - <br />Family (up to 6 units acre) and has an L-2, Low Density Residential (up to 6 units/acre) land use <br />designation. Special exception use approval is needed to construct a golf course in the RS -6 zoning <br />district. <br />This golf course development will be located on recreation tracts within the proposed Falcon Trace <br />Subdivision. At its regular meeting of November S. 2001, the Planning and Zoning Commission <br />approved the preliminary plat application for the 326 -lot Falcon Trace subdivision. Since access to the <br />golf course is dependent upon off-site improvements related to the preliminary plat application, this <br />golf course site plan application is dependent on a land development permit being issued for the <br />approved subdivision. <br />At its regular meeting of November 8, 2001 the Planning and Zoning Commission also voted 6-0 to <br />recommend that the Board of County Commissioners approve the special exception use request with <br />the conditions contained in the recommendation at the end of this report (see attachment #5). <br />At this time, the Board of County Commissioners is to consider the request and is to approve, <br />approve with conditions, or deny the special exception use request for a golf course. Pursuant to <br />section 971.05 of the land development regulations (LDRs), the Board is to consider the <br />appropriateness of the requested use for the subject site and surrounding area. The Board may attach <br />reasonable conditions and safeguards necessary to mitigate impacts and to ensure compatibility of <br />the use with the surrounding area. <br />ANALYSIS <br />1. Project Site Area: Overall Development: 274.30 acres (golf course & subdivision <br />lots/roads) <br />Golf Course Only: 164.10 acres <br />Z. Zoning Classification: RS -6, Residential Single -Family (tip to 6 units per acre) <br />3. Land Use Designation: L-2, Low Density (up to 6 units per acre) <br />4. Phasing: Following is the phasing schedule for the overall Falcon Trace project, which <br />includes the subdivision lots/roads and golf course. <br />Phase One: <br />• Golf course improvements; <br />• Clubhouse improvements, <br />• Golf maintenance improvements <br />• 27" Avenue SW improvements; <br />• 21" Street SW improvements (from 27" Avenue SW to golf club driveway); <br />December 11, 2001 <br />37 <br />
