G <br />Director Keating also used color -coded maps to show existing water mains, sewer <br />systems and flood prone areas. He also used color -coded maps showing Alternative 1: the <br />YHaire Proposal (far Clontz) and Alternative 2: Transitional Residential Designation and <br />reviewed Alternative 3: Rural Villages and Alternative 4: No change. (A set of the colored <br />maps have been placed in the backup for this item in the office of the Clerk to the Board.) <br />In response to Vice Chairman Ginn's inquiry, Director Keating advised ifthe Board's <br />decision was Alternative 3, it would be necessary to extend water and sewer lines into the <br />subject area. <br />Vice Chairman Ginn recalled that the direction has been to not build out beyond the <br />urban service area since we are trying to encourage development within the urban service <br />Director Keating responded that he thought there was no`t a prohibition t�� extend <br />water and sewer lines through a green belt area. <br />Vice Chairman Ginn had not seen that information under Alternative 3 and suggested <br />that it be in there. Director Keating agreed that was a good point. <br />Chairman Adams opened the floor for discussion. <br />Michael O'Haire, attorney with offices on Cardinal Drive in Vero Beach, was <br />present once again on behalf of Gerald Clontz to provide him with some relief in using his <br />property. He advised that his "modest proposal" was not done randomly or arbitrarily and <br />proceeded to state his position and reasoning. He feared that if Alternative 2 is presented to <br />the Department of Community Affairs, it will not be approved; that was why he came up <br />with his plan. He believed a limited scale would not result in an immediate revocation <br />reaction. He pointed out there is a wastewater treatment plant at 82nd Avenue.
