He requested a copy of the report on dog <br />bite incidents and felt the Board should give this matter priority. <br />Commissioner Ginn mentioned that each of the Commissioners had seen a copy of <br />the letter from Thomas J. Montaldo, M.D. about dogs running loose at the beach. (Copy in <br />backup in office of Clerk to the Board.) She thought leash law enforcement should be <br />stepped up. She concurred that an interlocal agreement with the Sheriff would be a good <br />idea. <br />Andrew Mustapick, 1010 Morningside Drive, advised that it was his son, Evan, <br />whose face had been bitten by the pit bull. He advised that he was quite emotional about <br />this problem and expressed his gratitude to County Attorney Paul Bangel who had been <br />enormously helpful in communication with Animal Control. He thought the Commissioners <br />were missing the point; the animal control law does not need to be reviewed, but the animal <br />control department does need to be reviewed. There are three Animal Control Officers in <br />this county and the budget of that department has not been increased in 8 years in spite of <br />the county's growth. He believed the law is being used for protection of the animals from <br />human's harm, but not for protecting humans from harm by the animals. He was very <br />unhappy that the department had not kept him informed on the disposition of this case as he <br />had been promised. He admitted to not being "lily-white" because his dog had gotten loose <br />a couple of times, once because the battery for his electric fence had died. <br />County Attorney Bangel pointed out that at the time he met with Mr. Mustapick, he <br />understood an investigation was underway by Animal Control but recommended that more <br />be done. <br />Commissioner Ginn was concerned that if a dog mauls a child that our law does not <br />provide that the animal be put down. <br />Susan Yount, 4180 70`" Avenue, Vero Beach, stated that animals are frequently <br />February 12, 2002 <br />47 <br />J <br />• <br />
