RAUTH, OPERATIONS MANAGER <br />SOUTH COUNTY WATER TREATMENT PLANT <br />ADDITIONAL WELL REH_4BILITATION WORK <br />AUTHORIZATION #15 CHANGE ORDER No. 1 <br />BACKGROUND <br />On June 20, 2000 the Board of County Commissioners approved Work Authorization No. 13 in the <br />amount of $206,800 to Camp Dresser & McKee (CDM) for well rehabilitation services for the South <br />County Water Supply System. Wells 1,2, and 3 were commissioned, along with the original phase of the <br />plant, in 1983. Wells 4, 5, and 6 were commissioned with the second phase of the plant expansion, in <br />1990. Since being commissioned, all six wells have been operating with minimal maintenance required. <br />The major portions of the scope of service for each of the six wells under this work authorization for <br />engineer and contractor services include: <br />1. Initial Capacity Evaluation, Production Pump Removal, Inspection, Evaluation, and Maintenance. <br />2. Video Surveys of each well. <br />3. Drawdown access port construction on Well Numbers 1,2,3, and 4. <br />4. Chemical treatment, cleaning, and disinfection of each well. <br />5. Reinstallation of production pump, and capacity evaluation of each well system. <br />Five of the six wells were video surveyed and tested for specific capacity. The testing revealed four <br />wells; numbers 1,2,3, and 5, had borehole obstructions, and tapered boreholes below the well casings. <br />1 hese issues required attention through a separate work authorization. The wells have been put back into <br />service in order to continue plant operation. Well No. 6 was videotaped and appeared to be in good <br />structural condition, and has also been placed back into service. Well No. 4 could not be videotaped at the <br />time since the pump column could not be physically removed without damaging the well and pump <br />column assembly. During operation and testing of Wells 6 and 3, the proper drawdown water column <br />height was not being maintained above the pump impellers. I his condition required attention through a <br />later work authorization. The current expended dollar amount for Work Authorization 13 is $193,800. <br />On January 2, 2001, the Board of County Commissioners approved Work Authorization 15 with CDM, in <br />the amount of $332,520 for additional well rehabilitation services. These services included reaming of <br />Wells 1,2,3, and 5. Additionally, the Scope of Services for Work Authorization 15 included forced <br />removal of the pump column assembly of Well No. 4, along with well borehole reaming, if required.
