During the fall of FY 2000, staff was authorized to release a Request for Proposals (RFP) for EMS <br />Ambulance Billing Services. EMS billing services have been provided by TC Billing, a subsidiary of <br />Indian River Memorial Hospital, since 1989 when EMS operations were implemented by the County <br />While the County has been satisfied with the services provided by TC Billing, the US Health Care <br />Financing Administration (Medicare) has made major and substantial changes to the billing process, <br />some of which require billing providers to have sufficient staff and expertise to maintain ongoing <br />compliance programs. conduct self audits. continuing training for staff. the need for certified coders, <br />and adherence to many federal rules and regulations that are all encompassing. For TC Billing to <br />comply with the new requirements. staff submits that additional staff would have to be hired and the <br />percentage of collections would have had to be increased from the 7.5% now being charged by the <br />billing firm. Notice has been provided to TC Billing that the County plans to terminate the existing <br />contract. <br />A total of seventeen (17) firms requested. or were provided. with RFP 3016 and four (4) submitted <br />proposals. In accordance with the Consultants Competitive Negotiations Act (CCNA) a Selection <br />Committee was appointed by the County Administrator to review the proposals submitted by vendors <br />to provide EMS ambulance billing services to the County. The Selection Committee was composed <br />of the following staff <br />Douglas M. Wright. Director of Emergency Services <br />Toni Frame, Director of General Services <br />Jim Judge. EMS Chief <br />Jason Brown Budget Manager <br />The Selection Committee reviewed the proposals submitted by the four (4) firms in response to RFP <br />3016 and decided to hear oral presentations from three (3) firms On Thursday, January 18.2001 the <br />Committee interviewed the three (3) firms and based on their experience, qualifications. and <br />presentation. determined the following prioritized short list: <br />1. Per -Se Technologies. Inc. <br />2. Sackett Medical Management <br />3. National EMS Billing, Inc. <br />RECOMMENDATION: <br />Staff requests authorization to enter into contract negotiations with the number one ranked firm.
