County Attorney Bangel requested a copy of the budget for the record. <br />(COPIES OF FIREFIGHTERS FAIR BUDGET AND <br />CASH FLOW REPORT FOR 1999/2000 ARE ON FILE <br />IN THE OFFICE OF THE CLERK TO THE BOARD) <br />Commissioner Adams felt there was no problem if a couple of words could be <br />changed, and County Attorney Bangel read them the statutory requirement for an annual <br />review for a 25,000 or more persons fair which shall be made by 'a qualified accountant <br />licensed by the state." <br />Commissioner Adams understood that the report done by Becky Colton would satisfy <br />that requirement, and Assistant Administrator Baird pointed out that a "review" is a lower <br />form of an audit and he would have no problem with it remaining a review since the quotes <br />for a professional audit are so expensive. Therefore the language would reflect that a State - <br />certified public accountant would conduct a review of the association. They will make <br />certain all funds have been accounted for before submitting the final information. <br />Mr Earman was unsure whether the County would want their staff out at the Fair <br />every night, and Commissioner Adams pointed out there is a big difference between the <br />association paying $9,000 for the use of the Fairgrounds and the sharing a third of the profit <br />and it is important to the County that they are profitable. <br />Mr. Earman pointed out that the same contract had served both the County and the <br />Association for several years, but Commissioner Adams reminded him that it was not only <br />the flood that wiped out the fair, but also the parties for the volunteers that raised the red <br />flags and those were cut down. Commissioner Adams further pointed out the funding and <br />guarantees provided by the State which assist and protect to make sure it is a good fair. <br />Commissioner Adams thought the County would feel better and have a comfort level <br />knowing that our internal audit/finance staffers have looked at it and are comfortable with <br />February 13, 2001 <br />151 <br />Br( 117PG163 <br />
