In order to construct the right and left -turn lanes at the project's entrance. several large FPL <br />electrical poles will need to be moved further north, away from the 12`h Street pavement. The <br />county is already cornmitted to moving some of these poles along the western side of the site <br />to accommodate 58`h Avenue/12th Street intersection improvements. The applicant has <br />begun negotiations with Public Works staff for a developer's agreement whereby FP & L <br />poles on the eastern part of the site will be relocated at the same time and the cost shared in <br />a manner that accommodates the county project and the developer's project. The developer <br />will need to enter into a developer's agreement that guarantees the FP & L pole relocation <br />prior to the issuance of an LDP. <br />11. Phasing: The applicant is proposing to construct the development in two phases dividing <br />the project into an east and west side. Phase I will cover the west side and will contain the <br />clubhouse, 81 lots, and the majority of the stormwater improvements Phase II will contain <br />the remainder of the improvements and 82 lots. Perimeter buffers will be provided by phase, <br />within each phase. The Phase II area is proposed to remain an active grove until the <br />commencement of development of Phase II <br />12. Waivers Requested: <br />Although PD zoning district parameters are flexible. certain standards related to uses, <br />compatibility (buffering) infrastructure improvements, dimensional criteria. and open space <br />areas are set forth in Chapter 915 (P.D.
