In addition, a right -turn lane at the project entrance can be <br />required through the PD process, but could not be made a requirement of a conventional <br />subdivision. Other benefits include increased perimeter landscaping, a pedestrian system, and <br />required recreational areas, improvements which would not be required in a conventional <br />RS -3 subdivision. <br />17. Surrounding Land Use and Zoning: <br />North: Kingswood Estates, Sundowners, Rosewind Court/RS-2 <br />South: 12th Street, Sub -Lateral Canal, Groves, Raintree Corners Subdivision/A-1, RS -3 <br />East: Old Sugar Mill, AG Building/RS-3, A-1 <br />West: Lateral Canal, 58th Avenue, Groves/A-1 <br />RECOMMENDATIONS: <br />Based upon the analysis, staff recommends that the Board of County Commissioners approve the <br />special exception use and conceptual PD plan subject to the following conditions: <br />1. Prior to preliminary PD plan approval, the applicant shall submit a tree preservation <br />plan. <br />2. Prior to the issuance of a land development permit, the applicant shall: <br />a. Obtain approval from Emergency Services and Traffic Engineering for the <br />emergency access design, and <br />b. Revise the plans to reflect the changes to the buffers as outlined in the staff <br />report, and <br />c. Revise the plan to locate and accommodate preservation of the pecan tree <br />near Mr. Roth's property and the large tree near Talmage Rogers' grove. <br />Prior to the issuance of a certificate of completion, the applicant shall: <br />a. Complete all required traffic and off-site pedestrian improvements for the <br />respective phase and <br />b. Install completely all required landscape buffers for the respective phases. <br />Via the final plat, the applicant shall: <br />a. Dedicate without compensation an additional 10' of right-of-way for 12`" <br />Street to meet the minimum requirement of a 60' Local road right-of-way, and <br />b. Establish an upland conservation easement, for the area determined to be <br />native upland habitat on site, and establish preservation/green space tracts as <br />shown on the conceptual PD plan. <br />ATTACHMENTS: <br />1.
