would be time. <br />Discussion ensued and there appeared to be CONSENSUS that a report on the capital <br />projects from staff should be generated as soon as possible. <br />Commissioner Tippin agreed to the need for a long-range study, but favored doing <br />something for the Humane Society now. He believed this to be an emergency situation <br />which was quite different from the other capital projects. He asserted a precedent would not <br />be established since he was certain nothing else would be built on any old dumps. <br />Commissioner Macht reminded Commissioner Tippin that one of the big hopes was <br />to have a south county library, if only a storefront in the beginning. <br />Commissioner Adams agreed that the perception of working in a building on land over <br />contaminated water sources was undesirable and they do need to move, but the question is <br />whether they should agree now to a Humane Society allocation or wait to look at and also <br />consider the other capital project needs <br />Chairman Ginn thought the Humane Society was in a bad position because they <br />cannot sell the property as no one will buy contaminated property. She wanted to move <br />forward with funding the additional $200,000; the County could not replace the service with <br />the same dollars. <br />Vice Chairman Stanbridge agreed with Commissioner Tippin that it was an <br />emergency situation. She also agreed the Board needed to look at the big picture, but if it <br />were County employees in a County building, the Board would move them off quickly, find <br />another place, and help them reestablish. <br />If the Board approves the request, Assistant Administrator Baird understood that the <br />County would be given title to the contaminated property. Then the County would want to <br />immediately lease it back to the Humane Society.
