ANALYSIS: <br />Staff has identified two Honda local governments that have each engaged consultants to help create <br />a wireless master plan and a re -write of telecommunications regulations. To obtain input for <br />developing a scope of services, planning staff contacted both local governments, reviewed their <br />plans and regulations. and identified necessary consultant activities to include in the scope. The two <br />local governments whose wireless master plan/telecommunications regulation projects which staff <br />reviewed were the City of Lakeland and Alachua County. <br />• City of Lakeland and Alachua County Experience <br />When the City of Lakeland created a master plan and re -wrote its telecommunications regulations, <br />it engaged a land use planner for about $40.000, and separately hired a consultant who was an RF <br />(radio frequency) engineer and attorney. According to Lakeland planning staff there have been few <br />new towers proposed within the city limits, and there has been no evident need so far to adjust the <br />city's regulations or plan <br />In 1999/2000. Alachua County engaged the services of a land use planner for about $150,000, and <br />separately hired an RF engineer to conduct a more comprehensive effort for master planning and <br />re -writing the county's telecommunications regulations. Both Alachua County and Lakeland used <br />Krienes and Krienes of Tiburon, California as their planning consultant. Indian River County staff <br />are also aware of another consultant, City Scape. of Coral Springs Florida, that provides services <br />for preparing wireless master plans and re -writing regulations. <br />The wireless master plan for Lakeland (adopted 1997) consists of a 40 page policy document that <br />includes a wireless facilities inventory problems and opportunities statement, evaluation of existing <br />regulations, policies on visually sensitive/avoidance areas (e.g. lakeviews, downtown area, <br />residential areas), policies on airport and environmental factors, cost recovery strategies, and siting <br />and design criteria. The plan is considered the basis for Lakeland's regulations, and was backed- up <br />technically by an engineering and legal consultant. <br />Alachua County's wireless master plan (adopted June 2000) consists of a 109 page document <br />containing a total of 5 reports. The reports cover: problems and opportunities, a review of existing <br />county regulations, policy recommendations. language for legislation and guidelines, procedures and <br />protocols for siting personal wireless facilities, and recovery of planning and implementation costs <br />from applicants. Alachua County s wireless master plan is intended to spell -out the types of personal <br />wireless facilities that the county wants and where it wants them. It should be noted that Alachua <br />County's plan and regulations re -write addressed personal wireless facilities and did not address <br />telecommunications broadcast facilities (e.g. TV and radio towers, amateur radio towers, private <br />dispatch towers). <br />• Scope of Services <br />The heart of an RFP is the scope of services. In regard to developing a wireless master plan and re- <br />writing telecommunications regulations for Indian River County, it is staffs opinion that planning, <br />RF engineering, and legal services are needed and should be specified in the scope of services Staff <br />has drafted a scope of services based upon local expenence, Alachua County's experience, and <br />concerns recently expressed by the Board. The draft scope of services (see attachment # 4 ) is <br />intended to provide for a comprehensive process for developing a wireless master plan and re- <br />writing regulations for telecommunications facilities. <br />February 13, 2001 <br />80 <br />BK 117PG092 <br />
