Keating, AI <br />Community Developm <br />4 6 <br />FROM: Stan Boling, AICP <br />Planning Director <br />DATE: January 10, 2001 <br />•• <br />nt Dirdc <br />SUBJECT: Consideration of Draft Scope of Services for Consulting Services Request For <br />Proposals: Wireless Master Plan and Telecommunications Regulations Rewrite <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of February 13. 2001 <br />BACKGROUND: <br />At its January 2, 2001 meeting, the Board of County Commissioners adopted an ordinance that <br />established a six month moratorium on applications for new telecommunication towers. The main <br />purpose of the moratorium, as stated in the adopted ordinance (see attachment #1), is to allow <br />planning staff time "..to engage a consultant about the technical aspects of the telecommunications <br />industry as they impact land use decisions". Consequently, the Board directed planning staff to come <br />back to the Board with a draft RFP (request for proposals) and scope of services to engage a <br />consultant to create a wireless master plan and re -write the county's telecommunications land <br />development regulations (LDSs). <br />Since January 2nd , staff has performed research and contacted other local governments that have <br />hired consultants for services regarding wireless master plan development and wireless regulation <br />re -writes. Based upon input from other local govemments, staff's experience with the last set of <br />telecommunications workshops, and the resulting telecommunication regulations re -write in 1996- <br />97, staff has drafted a wireless master plan development and telecommunications re -write scope of <br />services. The Board now needs to review the draft scope of services and give staff further direction <br />regarding initiation of the RFP process. <br />February 13, 2001 <br />79 <br />BK II7PG091 <br />
