protection regulations, it is suspected that in some cases developers have knowingly removed trees <br />illegally. whereby tree removal penalties have been seen as a "cost of doing business." On this point. <br />staff is proposing that the fines for illegal tree removal be substantially increased, particularly for the <br />illegal removal of "specimen trees.' <br />Regarding enforcement. staff has limited resources and is not in a position to constantly monitor <br />construction activity throughout the county. Rather. staffs approach has been to focus its monitoring on <br />certain projects that are more "n-ee protection sensitive" than others. and to follow-up on tree removal <br />violation complaints as timely as possible. Notwithstanding. there will always be an opportunity for <br />someone who is intent on illegally removing trees to do so. <br />RFCO\IMENDATION <br />Staff recommends that the Board of County Commissioners direct staff to initiate procedures to amend <br />county land development regulations relating to tree protection. with revisions as summarized in the <br />attached matrix. <br />4TT4CHIIFNTS <br />1.
