Mrs. Anne Christensen, County Welfare Case Worker appeared before the Board
<br />and made a report of her activities for the Month of October and said report was filed with
<br />the Clerk.
<br />The case of Isaiah C. Williamson was again reviewed and discussed and upon
<br />motion of Commissioner Warren, seconded by Commissioner Waddell, the Board agreed to pay Dr.
<br />Orr of Orlando.the sum of One Hundred.Twenty-Five ($125.00) Dollars for professional services
<br />rendered and as per statement submitted.
<br />With regard to the bill in the sum of Two Hundred Eighty -Two and 21/100
<br />($282.21) Dollars due the Orange Memorial Hospital, the Board suggested that the W.I.R.A.
<br />Helping Hand Fund be called upon to assist in raising funds with which to assist in the paying
<br />of this account.
<br />The Board instructed Douglas Baker, Clerk,. to write the Florida State Board of
<br />Veterinary Examiners and the Alabama Polytechnic Institute advising that Indian River County
<br />is in need of and desires a qualified Veterinary in this area and to send a copy of such
<br />correspondence to County Agent, Boudet.
<br />Commissioner Watts stated that in 1933 a number of roads were closed in the
<br />Fellsmere area and it was now desired to,close some additional roads. It was suggested that
<br />a letter be obtained as to what roads were to be closed and the purpose of closing same to- •
<br />gether with a list of the individual, both outside and resident, -owners of land in the area
<br />and also that which is located on the West.
<br />Notary Public Bond for R. B. Miller in the sum of Five Hundred ($500.00) Dollars
<br />was approved October 27th by Douglas Baker, Clerk of Circuit Court, as provided by law.

<br />property owners in that area to determine which road paving should come first, Glendale or
<br />Emerson, under the secondary road program, and this having been determined, work would be done
<br />at such time as funds were available and at such time as the project was designated.
<br />Mrs. L. F. Luckie, representing the Federated Women's Club of Indian River
<br />County, appeared before the Board and presented a petition to the Board signed by Rita Belle
<br />Willis together with numerous other signatures, requesting the Board to take whatever action
<br />may be required in order to set up a legal method requiring vaccination -of dogs for rabies
<br />in Indian River County and for the impounding of any dogs not so vaccinated. She further
<br />stated that they thought it just,as important that this be done in the County at large as well
<br />as in the City of Vero Beach.
<br />Chairman Graves stated the Board was interested and sympathetic in the matter
<br />and appointed a rabies committee consisting of Commissioner Watts and Commissioner Waddell
<br />together with County Agent Boudet for further study and consideration of the matter and to
<br />report back to this Board as to their findings.
<br />Alice Helleso appeared before the Board with regard to the dedication of the
<br />new County Health Building and it was agreed that said dedication should.be held at 11:00
<br />otclock A. M. Tuesday, November 11th, Armistice Day, and was being sponsored by this Board
<br />together with the Veterans organizations. It was also agreed that this honor and tribute will
<br />be paid to Miss Lelia Bunkley, who for many years served as County Health Nurse and was the
<br />friend of hundreds of families to whom she was the Angel of Mercy in their time of need.
<br />Upon motion of Commissioner Waddell, seconded by Commissioner Warren and
<br />carried, the resignation effective January 1, 1953, of Kip G. Kelso, M. D., Quad County Health
<br />Director, was accepted with regret.
<br />The Board then approved the appointment of his successor, Dr. Ben Wyman, being
<br />highly recommended by Dr. Kelso and Dr. George A. Dame of the Florida State Board of Health,
<br />Jacksonville, Florida.
