stormwater system was challenging in order to meet State criteria. The proposed drainage <br />system will mimic the natural flow of water and will not discharge into the river but <br />upstream to allow filtering and afford protection for the river. Last, they are required to <br />connect to Indian River County utility systems. Most important is the elimination of the <br />existing septic tanks. He thanked staff and the P&Z for their help and input. <br />In response to a question from Commissioner Neuberger, Mr. McGuire showed on <br />the map how the drainage system will work and advised it has not been completely designed <br />yet. <br />Bob Musante, 7425 126`h St, Roseland, advised that he represented the Roseland <br />Neighborhood Plan Task Force members who are totally against this project. Kashi has been <br />a good neighbor, but the task force members do not agree their proposal is appropriate for <br />the location. He cited and challenged several paragraphs in staff's memorandum. He <br />asserted the PD will alter the rural nature of the area and negatively impact the wetlands, <br />the river, and traffic. He believed that Kashi had asked for the moon so they could get what <br />they wanted. He cited several examples for non-residential uses that are planned to contain <br />square footage far in excess of what would normally be required for that purpose. Their <br />biggest worry is that, should Kashi decide to leave, those buildings and PD will go with the <br />land, all of which could easily be converted to commercial use or industrial purposes. He <br />respectfully requested the Board not to approve the request. <br />In response to Vice Chairman Ginn's question as to the appropriateness of the size <br />of the non-residential buildings, Director Boling advised that the pian had been scaled back <br />and that the applicant had answers that justify the buildings' sizes. <br />Deborah McCue, 8078 130`h Street in Roseland, claimed she had no knowledge of <br />the Roseland task force. Her son has attended the Kashi school for 8 years. She praised <br />Kashi for teaching respect to her son and for their environmental concern. She asked the <br />February 18, 2003 <br />
