• <br />3. Amount and term of funding for individual nonprofit agencies: <br />a. Agencies to consider funding from the County as 'start-up assistance' only, not <br />a permanent source of revenue. <br />b. Agencies to be funded for a maximum of three four consecutive years, then <br />ineligible for three consecutive y ars county funding. <br />4. Agencies would be required to submit audited financial statements upon receipt of <br />$25,000 or more from the County, with a qualified opinion being sufficient grounds by <br />the Board to discontinue funding immediately upon receipt of such opinion. <br />5. Certain expenditures will not be reimbursed by the County. <br />6. Flonda Statutes, local ordinances, grant requirements and contractual agreements <br />would take precedence over funding parameters. <br />Staff Recommendation <br />County government serves at the will of the citizens of Indian River County and is responsible for using the <br />taxes collected for its operation wisely. Just as we have a set of strong accountability procedures in place <br />to support the funding of our County departments through these very taxes, so should we have a set of <br />strong procedures for handling funding requests from outside entities. <br />It is important that such requests be handled with special scrutiny since these entities are outside of direct <br />County control. With that in mind, this policy gives the Board a detailed, impartial, legal and financial <br />"checklist" by which to examine these entities' request at the outset, before any socio-economic <br />considerations. Further, agencies will understand that failure by them to adhere to the application and <br />reporting requirements outlined in this policy could result in potential denial of their request before it even <br />reaches the workshop stage (or, if already receiving funds from the County - potential cutoff of that <br />support). <br />For the reasons stated above, Staff recommends that the Board of County Commissioners approve the <br />attached policy for funding outside agencies. <br />Attachments <br />Outside Agency Funding Policy <br />Attachments A, B and C <br />Assistant County Administrator Joe Baird noted that last year, during the budget <br />process, the Commissioners expressed concern that we did not have a written policy <br />regarding funding of these agencies. Staff canvassed several counties as to their policies but <br />they do not fund these agencies at all. The biggest change proposed is to fund for a <br />maximum of 4 years only. This would give the agency an opportunity to get on its feet and <br />secure its own funding. The Board will need to direct staff as to whether the 4 -year period <br />begins today or is retroactive. Staff is also recommending that funding be capped at <br />$256,516 which is the current level. <br />FEBRUARY 19, 2002 <br />-55- <br />n <br />• <br />
