FUNDING POLICY FOR OUTSIDE AGENCIES (STATE, <br />NONPROFIT, CHILDREN'S SERVICES, QUASI - <br />NONPROFIT, AND TOURIST DEVELOPMENT) <br />The Board reviewed a Memorandum of February 12, 2002: <br />TO: Members of the Board <br />of County Commissioners <br />THROUGH: Joseph A. Brown <br />Budget Manager <br />DATE: February 12, 2002 <br />1 <br />SUBJECT: Comprehensive Policy for Funding Outside Agencies <br />Description and Conditions <br />"Outside Agencies" are entities which perform a particular socioeconomic service for Indian River County <br />but are themselves not under the direct control of County government These agencies fall under the <br />categories of State, Nonprofit, Children's Services, Quasi -nonprofit, and Tourist Development. <br />During the FY 2001/2002 Budget Workshops on July 11-12, 2001, the Board of County Commissioners <br />charged this department with the responsibility of drafting a written policy for appropriating County funds to <br />outside agencies in some consistent and equitable manner. Attached is a comprehensive policy <br />developed by staff in accordance with this direction. <br />Discussion <br />The "Outside Agency Funding Policy" has two purposes: <br />A. To provide a set of defined procedures to outside agencies who wish to be considered for <br />funding in a particular budget year; as well as the agency's fiscal responsibilities upon approval <br />of such funding. <br />B. To provide an expedient decision making tool for the Commission and staff when considering <br />a particular agency's request for funding. In order to achieve fairness and consistency when <br />considering funding requests, this policy sets certain uniform financial and time parameters, <br />which can be referred to by the Board. Such parameters include: <br />1. A maximum allocation of funds to all nonprofit agencies within a particular fiscal year; <br />such allocation to be considered a 'ceiling' for the entire group. <br />2.
