BACKGROUND INFORMATION : <br /> As part of the water treatment process for the North County water plant, sodium hydroxide <br /> ( caustic soda ) is used and is stored in an outdoor tank . Due to its outside storage, it is subjected <br /> to the elements and thus , when exposed to temperatures that cause the sodium hydroxide to drop <br /> below 55 degrees Fahrenheit, the sodium hvdroxide will crystallize and becomes difficult to use. <br /> By providing a heater in the form of a wrap , the temperature can be maintained above 55 <br /> degrees . <br /> Because the Utility Services Department desires to maintain the temperature at or above 55 <br /> degrees , the Utility Services Department has requested the Purchasing Division to solicit bids for <br /> the installation of caustic sodium tank heating system . Through DemandStar. com, 99 firms were <br /> sent a direct invitation to bid by either e -mail or fax . Several of the firms were plan rooms where <br /> bids and requests get posted for various construction industry clients, even non-users of <br /> DemandStar. com . Unfortunately, staff received no competitive bids as a result of a formal <br /> advertised solicitation (IRC Bid # 3030 ) in both the Press Journal and DemandStar. com for the <br /> installation of a caustic tank heating and insulation system . <br /> ANALYSIS : <br /> Once it was determined that there were no bid responses, the Utility Services Department found <br /> a company in Brandon. Florida. No other company could be found that did this type work . <br /> Purchasing then contacted the company , Florida Heat Transfer and Processing Equipment Inc . , <br /> in Brandon , Florida. and was able to obtain a proposal for the purchase and installation of a <br /> caustic tank heating system that would meet the specifications requested by the Utilities <br /> Department. <br /> The total cost for purchase and installation of this heating system is S17 . 266 . 00 . The terms of <br /> Payment are 251'0 with the purchase order. 25 % on delivery of the electrical components and the <br /> remainder net 30 days after completion and acceptance . <br /> SOURCE OF FUNDS Utilities/ North County RO Plant Tank Heater ( 472 -000 - 169 -485 -00 ) <br /> ESTIMATED BUDGET $ 18 . 000 . 00 <br /> RECOtMMENDATION : <br /> Since staff has been unable to find any other vendor to install the heater. staff recommends the <br /> waiver of the normal bidding procedures , accept the quotation received from Florida Heat <br /> Transfer and Processing Equipment Inc. . and authorize the issuance of a purchase order with <br /> the payment terms as stated above . <br /> ON MOTION by Commissioner Adams , <br /> SECONDED by Commissioner Tippin , the Board , <br /> by a 4 - 0 vote ( Vice Chairman Stanbridge absent ) <br /> unanimously waived the normal bidding procedures , <br /> accepted the quotation received from Florida Heat <br /> Transfer and Processing Equipment , Inc . , and <br /> authorized the issuance of a purchase order with the <br /> payment terms as stated in the memorandum , all as <br /> recommended by staff. <br /> FEBRUARY 20 , 2001 n , I PG 2 10 <br /> - 25 - <br />
