E . , Civil Engineer <br /> OJ5 — <br /> SUBJECT : Request for Floodplain Cut and Fill Balance Waiver for Marsh Island <br /> REFERENCE : PD-00-07- 11 / LDP Application No . 20020025 -25545 <br /> DATE : February 13 , 2001 <br /> Kimley-Horn & Associates , Inc . , on behalf of Marsh Island Development Company, L . L . C . , the <br /> developer of Marsh Island is requesting a waiver of the cut and fill balance requirement of Section <br /> 930. 07(2 )(d) of the Stormwater Management and Flood Protection Ordinance. The project is located <br /> on the north shore of the Wabasso Causeway. The site is located in special flood hazard area Zone <br /> AE with base flood elevation of 10 . 0 feet N . G. V. D . The ten year still water elevation is 4 . 7 feet . <br /> The proposed displacement of the floodplain below 4 . 7 feet for which the waiver is requested is for <br /> 18 , 784 cubic yards as indicated in the attached letter from the applicant ' s engineer dated January 31 , <br /> 2001 . <br /> ALTERNATIVES ANTS ANAL YSIS <br /> The project meets the cut and fill balance waiver criteria provided in Section 930. 07(2)(d) 1 . of being <br /> situated in an estuarine environment within the 100 year floodplain along the Indian River and in <br /> staff' s opinion it appears that all other Stormwater Management and Flood Protection Ordinance <br /> requirements can be met without adverse impact on other lands in the estuarine environment . <br /> A separate request for a Land Development Permit has been received by the Public Works <br /> Department . <br /> Alternative No 1 <br /> Approve the cut and fill balance waiver request. <br /> FEBRUARY 20 , 2001 , t <br /> /-7 VG 21 <br /> - 26 - <br />
