and 13`" Lane. The subject site was part of the fottner Velde Ford car dealership site (new and used car <br />dealer), which included at least four parcels of land. The new site plan, which includes two of those <br />parcels, proposes a used vehicle sales use with accessory auto repair service. <br />In the county zoning code, the "used vehicle sales ' use is differentiated from the "new and used car <br />dealer" use. On CG (General Commercial) zoned sites. special exception use approval is required for a <br />used vehicle sales" use, while ' new and used car dealer ' uses are allowed by right in the CG district. <br />This project represents redevelopment of the CG zoned site and will upgrade the site to meet current <br />site plan development standards with the conditions recommended at the end of this report. <br />At its regular meeting of January 10, 2002, the Planning and Zoning Commission voted 7-0 to <br />recommend that the Board of County Commissioners approve the special exception use request with <br />the conditions contained in the recommendation at the end of this report (see attachment #4). <br />At this time, the Board of County Commissioners is to consider the request and is to approve, <br />approve with conditions, or deny the special exception use request for a used vehicle sales business. <br />Pursuant to section 97L05 of the land development regulations (LDRs), the Board is to consider the <br />appropriateness of the requested use for the subject site and surrounding area. The Board may attach <br />reasonable conditions and safeguards necessary to mitigate impacts and to ensure compatibility of <br />the use with the surrounding area. <br />ANALYSIS <br />1. Project Site Area: 44,982 sq. ft. or 1.03 acres <br />2. Zoning Classification: CG, General Commercial <br />3. Land Use Designation: C/I, Commercial/Industrial <br />4. Proposed Building Area: Used Car Sales Building 1.848 sq. ft. <br />Car Service Building 3.000 sq. ft. <br />Total: 4,848 sq. ft. <br />Note: The existing 400 sq. ft. wood frame building structure on site will be removed. <br />5. Open Space: Required: 25.0% <br />Proposed: 27.8% <br />Note: The existing open space on the subject site <br />building area on site will be removed, increased <br />removal of existing asphalt. As proposed, the redev <br />open space standards. <br />6. Impervious Surface Area: Existing: <br />is 3.3%. Because the small amount of <br />open space can be accommodated by <br />elopment will bring the site up to current <br />43,474 sq. ft. <br />Proposed: 32.455 sq. ft. <br />Net Decrease: -11,019 sq. ft. <br />7. Stormwater Management: The existing drainage pat -tem on the site is from south to north, <br />and there is an existing stol iuwater outfall pipe existing underneath 13`s Lane at the north end <br />of the site. Stotunvater from the site will be directed to that pipe and outfall into the U.S <br />Highway #1 stoturwater system. Since the project proposes less impervious area than <br />currently exists, less stoirnw ater run-off will be generated from the site Accordingly, Public <br />Works staff has deteutrined that the existing stotrttwater system will be adequate for the <br />project. Public Works has approved the stoturwater management plan as meeting applicable <br />site plan requirements. <br />8.
