Kirrie <br />It is requested that the infomlation provided herein be given foiiilal consideration by the <br />Board of County Commissioners at its regular meeting of February 5, 2002 <br />BACKGROUND: <br />At its meeting of January 15, 2002, the Board of County Commissioners considered a <br />land swap proposed by C. N. Kirrie and presented to the Board by the County Attorney <br />(Attachment 1). Mr Kirrie s purpose in proposing the land swap was to obtain access <br />from the Gibson Street (130`h Street) right-of-way to a fifteen acre tract located within the <br />City of Sebastian. With the Gibson Street access. Mr. Kiiiie expects the City of <br />Sebastian to change the land use and zoning of the fifteen acre tract to industrial. <br />After listening to Mr. Kirrie and discussing the issue, the Board opted not to take action <br />on the proposal. Instead, the Board directed community development department staff to <br />review the proposal, consider its impacts, and report back to the Board. This is that <br />report. <br />HISTORY: <br />In November 1996, the Board of County Commissioners purchased the St. Sebastian <br />PUD property. That was the first of three acquisitions which together comprise the 407 <br />acre North Sebastian Conservation Area (NSCA) property. The other two purchased <br />properties were the AGC Industrial Tract and the Anstalt properv. <br />FEBRUARY 5, 2002 <br />
